At time of button designing, most designers don’t give as much importance about where each button should place in appropriate place in current page, their spacing, hovers etc. It may sometimes feel more congested visually. But if keep a clear document about its appropriate place, hovers it will be more helpful for designing.

So at time of designing, as by inner view, if give an additional space for this extra fitting, it will be more advantageous, and time consuming one.
Include information in guidelines about expected font size, colour, line spacing etc. Also the fonts used should be a readable one.
